You can edit the Message Bar under Appearance > Widgets OR under Appearance > Customize > Widgets > Message Bar.
This widget area uses a Text widget with your quickest contact method.
Be sure to use the link icon to add the link to your phone number for mobile.
Select the phone number and click the link icon. A phone link will look like tel:888-505-4683
